Richard E. Palmer, a dedicated electrical engineer and beloved family man, passed away peacefully on Monday, April 13, 2026, at the age of 88. Born on September 20, 1937, in Manhattan, New York, Richard was a cherished son of the late Lovie (Seals) and Clyde Palmer. He was also the father of the late Robert Palmer.
Richard's early life was marked by a commitment to education and innovation, culminating in his graduation from Union College in Schenectady, New York, in 1959 with a degree in electrical engineering. His professional career was distinguished by three decades of service at PECO in Philadelphia, where he made significant contributions to the electrical industry. Upon retiring early, Richard continued to share his expertise globally as a consultant, aiding developing countries in enhancing their power infrastructure. Notably, he dedicated considerable efforts in Pakistan during the 1990s and concluded his engineering endeavors by overseeing the installation of solar panels on utility poles in New Jersey, reflecting his forward-thinking approach to sustainable energy.
Beyond his professional achievements, Richard enriched his life through a variety of personal interests. He was an avid collector of model trains and antiques, found joy in spending time outdoors, and was a devoted attendee of Philadelphia Orchestra concerts, embodying a blend of technical intellect and cultural appreciation.
Richard is survived by his loving wife, Judith (Johnson) Palmer, who stood by his side throughout his life. Together, they built a family that cherishes his memory deeply. He is also survived by their daughter, Elizabeth Palmer, and son, James Palmer of Philadelphia, Pennsylvania. Their legacy extends through five grandchildren, who carry forward his spirit and values.
Those wishing to honor Richard's life and legacy are invited to attend a Religious Service on Saturday, May 2, 2026, at 11:00 AM. The service will be held at All Hallows Episcopal Church, located at 262 Bent Road in Wyncote, Pennsylvania, with Reverend Chris Exley officiating. Following the service, an inurnment will take place at All Hallows Episcopal Church.
Richard E. Palmer’s life was a testament to dedication, innovation, and family devotion. His contributions to engineering and his community have left an indelible mark. He will be remembered with great respect and affection by all who knew him.
In lieu of flowers, contributions may be made to the All Hallows Organ Restoration Fund.
